Overview
Client requires a Senior Program Manager for the Compliance Applications Team. This position will be required to provide Overall Program Management leadership in support of the Bank for all Compliance Applications. In this role, the Program Manager will partner with the Business to: develop business requirements, use cases, ROI’s, acceptance criteria, manage projects through the SDLC, following the outline established by the PMO, manage budgets, resource plans, change management, all aspects of vendor relationships, including and not limited to contracts, invoicing and statements of work. This position will liaise with Business Heads in Compliance including the BSA/AML Officer MD, Fraud Prevention Officer and Manger, supporting consultants, etc. .

The candidate is comfortable facilitating requirements meetings with Senior Bank personnel, participating in technical review meetings with members of the IT Department and presenting weekly project status to Senior Executives. This candidate has extensive experience working with Compliance departments and bridging the gap between business requirements and technical knowledge. This candidate has experience working with a number of Compliance applications within the financial services arena. Reports to the Executive Director Compliance, Collaboration and Front Office Applications. This position will supervise up to two (2) direct reports, and an overall team of 10.

Responsibilities
· Ability to lead and execute on projects independently
· Manages and supports administrative tasks such as attendance, time sheets, resource planning and performance reviews.
· Sets priorities, develops a work schedule, monitor progress towards goals, and tracks details/data/information/activities.
· Produces plans with purpose, clear roles, tasks, milestones, budgets and measures of success period is accountable for supporting specific front office applications.
· Meets with clients to gather requirements including facilitating discussions and necessary follow-ups to close all outstanding questions and concerns.
· Facilitates resolution and communication of cross organization decisions, risks, issues and works with respective teams to analyze issues and drive them to resolution.
· Leads planning, execution, and implementation of projects through all Phases, tasks and timelines. Facilitates the definition of project missions, goals, tasks and resource requirements.
· Manages and supports administrative tasks such as attendance, time sheets, resource planning and performance reviews.
· Able to work well autonomously and be a complete self-starter
· Manages project budget and resource allocation
· Resolves or assist in the resolution of conflicts within and between projects or functional areas and implements changes where applicable
· Provide 3rd Party Vendor Management.
· Make sound logistical recommendations that will help support the Bank’s growth.
· Work with various levels of business users, other IT staff and vendors as needed.
· Ensure buy-in for project objectives from key team members from a matrixed organization.
· Execute status meetings, partner with Project stakeholders and drive initiatives to completion.
· Conduct project related status/performance analysis.
· Track project progress and overall Compliance Program statuses against budget, schedule and quality expectations.
· Secure funding approval for the project budget and manage spend on a regular basis.
· Create Resource Plans for assigned projects and manage resource allocation and release.

Qualifications
· 7 to 10 years of Project and Program Management experience, preferably in Financial Services
· 7 to 10 years experience working on Compliance related projects
· 7 to 10 years Management experience.
· Vendor management and negotiations
· Presentation, facilitation, documentation and process mapping

· Strong Compliance application knowledge.
· Strong Compliance project implementation experience.
· Strong Program/Project Management skills.
· Strong documentation skills.
· Strong negotiation/consensus building skills.
· Strong communication skills.
· Strong analytical and problem-solving skills with good technical skills.
· Ability to quickly diagnose complex logisitcal issues and to work towards their resolution.
· Experience working with 3rd Party Vendors and Compliance applications (i.e.,Fircosoft and Actimize)
· Experience working in a Bank or other Financial institutions.
· Must be highly energetic, detail-orientated, and extremely proactive and have the ability to perform under pressure in a challenging environment

· This job is performed in a secured bench seating office environment, using standard office equipment (i.e., desktops, phone, etc.) The role may regularly require long hours and occasional weekend work, as job duties and team priorities demand.
